I INTRODUCTION
Offenders who pose a potential danger to society and individuals are the focus of media attention and criminal policy. Sensational crimes, prison breaks, and cases of brutal and/or frequent recidivism regularly draw attention to this particular category of offenders. On the one hand, criminal justice systems are obligated to protect society from these individuals. On the other hand, they are also required to respect human rights. For this group of offenders, the tension between security and offenders’ rights is particularly striking.
